    托马斯.胡斯特,男,44岁,德国格奥尔格八月大学农业学士学位。1995年创办公司开发农业天然产品,04年改名为德国阿格福莱农林环境生物技术股份有限公司,胡斯特先生任总裁,其公司重点开发和销售天然产品。

演讲题目:德国有机农业的发展

演讲摘要:

    德国是目前世界上最大的有机农产品市场之一,有机农业生产和市场具有很长的历史传统,早在1924年就将有机农业作为可持续发展的生产方式引入了农业。随着现代工业农业的发展,带来了环境、品质、食品安全等一系列问题,有机农业发展越来越受到重视,特别是疯牛病等的出现极大地促进了有机农业的发展。至2002 年底,德国有机农业面积达69. 7 hm2 ,占总耕地面积的4. 1 % ,有机农场主15 626,占农场主总数的4 %
   
德国有机农业迅速发展主要经历了这样几个阶段:第一阶段(19681988):现代工农业的快速发展带来了越来越多的环境问题,引起了人们的普遍关注。第二阶段(19882000)1988年,在德国有机农业基金会(SOEL)的发起下成立了有机农业协会联盟(AGOEL),政府对有机农业实行资助政策,随后的几年中,有机农业得到了快速发展。第三阶段(2001年以后):加强有机农业的发展成为德国农业政策的一个重要目标,政府采取了一系列措施,如形成了统一的有机农业标识,制定并出台了联邦政府有机农业计划,计划至2010年全德国有机农业比重达到20%
   
德国在发展有机农业的具体管理和生产程序上建立了完善的管理体系,政府、协会、农民等各部门的职责明确。政府主要负责制定法令、法规和标准,批准质量认证机构进行各个环节的质量检查验定,对农户所从事有机农业生产的规模和主要产品进行核准,并按此发放相关的有机农业生产补助。由农户自发组织的有机农业协会负责新会员的入会申请、为会员提供相关的技术培训、开展相关产品的市场营销、会员农产品生产的管理与质量控制等。农户自发并自愿地按照有关标准进行生产。

    促进德国有机农业发展的主要因素包括:有力的政府财政支持,完善的有机农业协会组织,良好的农户职业培训,健全的监测体系和成熟的有机农产品市场。

Thomas Hüster, 44 years old, he got his Pre-Diploma in Agriculture from Georg-August University in G?ttingen, Germany. In 1995 Thomas Hüster started the company Agraforum CC to develop natural products for agriculture. In 2004 the company was converted into a joint stock company AgraForUm AG with the focus to develop and market natural products. Mr. Hüster is president of the company.

The Title of Speech: Organic Farming development in Germany

Abstract of Speech:

 

Germany is currently the world's largest market for organic products, organic agricultural production and markets in Germany have a long history, as early as 1924 organic farming was introduced as a sustainable production methods in agriculture. With the development of modern industrial agriculture, environment, quality, food safety and other issues are caused, the development of organic agriculture is receiving increasing attention, especially after the emergence of mad cow disease, organic agriculture have greatly developed. At the end of 2002, the total area of organic agriculture in Germany is 697,000 hm2, which take up 4.1 percent of the total arable land, 15 626 organic farmers, accounting for 4% of the total number of farmers.

 

The rapid development of organic agriculture in Germany has gone through several major phases: the first phase (1968 ~ 1988): Due to the rapid development of modern industry and agriculture, the development has brought more and more problems, people began to show common concerns on environmental issues. The second phase (1988 ~ 2000): In 1988, German Foundation for Organic Agriculture (SOEL) set up the Organic Farming Association League (AGOEL), the Government implemented the policy to finance organic agriculture. During the next few years, organic agriculture has showed rapid development. The third stage (after 2001): To strengthen the development of organic agriculture is becoming an important goal of Germany's agricultural policy, and adopted a series of measures, such as the formation of a unified organic farming logo, and the development of organic agriculture and the federal government plan to introduce a program in 2010 to plan organic agriculture could take up 20% of Germany agriculture; only in 2001 organic agriculture increased by 16.3 percent in Germany, the number of organic farmers increased by 15.4 percent.

 

Germany established a sound management system in the development of organic agriculture production and management, government, associations, farmers and other sectors have their own duties. Major factors that promote the development of organic agriculture in Germany include: strong government financial support, a full range of organic agriculture association, good farmer vocational training, a sound monitoring system and mature market for organic products.
