沈浩，男，44岁，安徽萧县人，安徽省凤阳县小溪河镇小岗村党支部书记，村委会主任。曾先后获得全国农村基层干部“十大新闻人物”特别奖、安徽省改革开放“三十人三十事”先进个人、“全国百名优秀村官”等荣誉称号。
演讲题目：积极探索 勇于创新 努力实现小岗又好又快发展
演讲摘要：
沈浩2004年作为安徽省第二批青年党员优秀干部从省财政厅调任小岗村村支书。此时的小岗村面临着极为严峻的形势。
三十年前，小岗村因为18位农民率先实行“包产到户”而闻名全国，成为改革开放的代表。然而接下来的20年，小岗村的经济再没有发生实质性的变化。长期偏重粮食生产，忽视乡镇企业及私营企业的建设，让小岗村多次错过了发展的大好机会。到1998年，小岗村人均收入只有1800元，远低于全国平均水平。
面对严峻的形势，小岗村人积极求索，并在最近十年取得了显著的成果。从1999年开始，小岗村从江苏省张家港市长江村引进葡萄种植技术并逐步推广，目前90%的村民种植葡萄，此一项使农户人均增收2000元。沈浩上任后，还积极促成人才的引进，聘请多名大学生到村创业，发展双孢菇生产，目前，村里已有双孢菇大棚179个，占地150亩。沈浩和他的同事们充分发掘小岗的品牌优势，大力招商引资，发展新型工业园；努力优化旅游资源，发展文化旅游。到2007年，村里基础设施建设有了较大改观，村民人均纯收入达到6000多元，生活有了极大的提高。
今年9月30日，胡锦涛总书记于十七届三中全会前夕前往小岗村视察指导工作时肯定了小岗的成绩，并鼓励他们建设更高质量的生活。而沈浩他们也有更雄伟的计划，他们的目标是到2012年，小岗村实现工农业总产值10亿元、集体收入1000万元、农民人均收入达10000元的目标。

He had been awarded honors such as Special Award in “Top Ten News Figure “of cadres at the grass-roots level in rural areas; “Top Thirty Figures and Thirty Events in the process of Anhui Province’s Reform and Open Up”; “Top 100 Excellent Village Cadres of China”.
The Title of Speech: to explore positively to innovate bravely——striving for a better and faster development of Aiaogang village
Abstract of Speech:
As one of the second batch of Excellent Young Party Cadres, Mr. Shen Hao was transferred to be the secretary of the Part Committee of Xiaogang village from the Anhui Provincial Department of Finance in 2004. At that time, Xiaogang village was facing some serious challenges.
Thirty years ago, Xiaogang village became famous as a symbol of Reform and Open up when 18 of the villagers took the lead in undertaking “Household based Fixing Output Quotas”. But there had been no essential changes of the villagers’ life during the next 20 years. Having put too much attention on food production and ignored the construction of township enterprises and private enterprises, the Xiaogang villagers missed a lot of opportunities for economic development. By 1998, the per capita personal income was only 1800 Yuan (RMB), far lower than the national average level.
Facing the severe situation, the Xiaogang villagers decided to strive for future, and had achieved notable attainments during the last ten years. From 1999, they tried to introduce grape growing technology from Changjiang village, Jiangsu province and made it popularized to 90% of the farmers. This move had improved the villagers’ income by 2000 Yuan (RMB) per person. Mr. Shen Hao actively promoted the introduction of college graduates. Supported by their professional skills, the village has enlarged their number of mushroom greenhouse to 179, covering 150 mu of the farmland. Mr. Shen and his colleagues profoundly know the advantages of the repute of their village. So they use “Xiaogang ” as a brand for investment promotion and tried hard to develop cultural tourism. By 2007, the infrastructures of Xiaogang village had been hugely improved and the per capita income had reached 6000 Yuan (RMB).
In September 30th, 2008, general secretary Mr. Hu Jintao visited Xiaogang village before the opening ceremony of the third Plenary Session of the 17th CPC Committee, he approved their achievements and encourage them to strive for higher living standard. Mr. Shen and his partners also have their ambition: Till 2012, the Gross output value of industry and agriculture reach one billion Yuan (RMB), community income reach 10million Yuan (RMB) and the per capita personal income in Xiaogang village reach 10000 Yuan (RMB).
