中外农民创业论坛专家演讲概要
史可训，1938年12月出生于户县甘亭镇东韩村，1973年加入中国共产党，1974年开始担任村干部。1979年12月当选全国劳动模范，1983年至1997年当选第六、第七届全国人大代表，第八届省人大代表。近年一直担任西安市人大代表和县人大常委会委员，现任东韩村党支部书记。
演讲题目：情归黄土地 绘就新农村
内容摘要：
史可训担任东韩村村支书以来，带领群众从农业技术推广、新村建设、发展旅游业等方面着手，使得东韩村发生了翻天覆地的变化。现如今，村民的头脑充实了、钱包鼓起来了、居住环境也得到了极大的改善。提起这一系列的变化，村民都对这位老书记赞不绝口。
推广技术、提高产量
他邀请省农科院和西北农林科技大学的专家、教授下村指导，培训农业人才，在全村推广先进技术。使得东韩村的粮食由最初亩产564斤提高到1441斤，10年内提高了2.5倍，使全村广大村民受益。
美化环境、建设新村
本着“统一规划、统一管理、统一图纸、统一要求、因地制宜、布局合理、节约土地”的原则，他从西安设计院特邀的设计师为东韩村建设做出了规划图，并带领广大村民实现了这一宏伟蓝图，建成了颇具规模的农家别墅群。
做强农民画，发展旅游业
东韩村还处处散发着艺术气息，这里有数位农民画画师、多处农民画画廊、经常举办农民画画展。史可训将农民画打造为东韩村的特色旅游业，吸引了大批前来观光的休闲者、旅游者，拉动了东韩村的经济增长，2006年东韩村的旅游收入突破200万。
党中央提出建设社会主义新农村的战略部署后，这位任职30余年的老支书与村两委会成员已开始规划东韩村新的蓝图。

Mr. Shi Kexun, 69 years old, the head of Donghan Village. He joined the CPC in 1973 and has been as the village cadre since 1974. In 1979，he was entitled as the National Model Worker , and had been elected as delegate to the National People’ Congress and Provincial People’ Congress many times. Now, he is the secretary of the Party Committee of Donghan village.

Abstract:
Since being appointed as the secretary of the Party Committee of Donghan Village, Mr Shi Kexun has led his villagers striving for the economic development of the village. They gave great priority to the popularization of new technology, construction of new residential districts and the development of rural eco-tourism. Now the housing conditions and income of of the villagers here have been great improved . He himself has been whole-heartedly appraised by the villagers.
Increase output by the promotion of technology
He invited professors from Northwest A&F University and Shaanxi Provincial Agri-science Academy to provide training and consultation service for villagers, thus to help farmers conduct farming practice scientifically. The output per unit acreage has been increase from 282kg to 720.5kg. This has benefited the villagers a lot.
Construct new housing project to improve the environment
Under the guiding principle of constructing new residential housing cluster on the basis of unified planning and management , and rational layout as well, he invited architectural designer from Xi’an Institute of Architecture to lay out the construction blueprint. Eventually, he realized the dream. Now, there are comfortable and beautiful rural villas attracting large numbers of visitors.
Develop farmer painting and eco-tourism
There are many farmer painters, galleries for farmer paintings in Donghan village. So he organized many exhibitions of farmer art works to attract visitors and promote the development of tourism in the village. The tourism income of the village in 2006 reached more than RMB ￥2 million yuan. Now he and his team members are planning for further development of the village with high expectations.
