中外农民创业论坛专家演讲概要

高冲，37岁，陕西省靖边县高渠村党支部书记。自2003年以来，带领高渠村农民改善农业基础设施，兴办科技种植、养殖业，使村民人均年收入由1400元增加到了2006年的4200元，将村子率先建成市级小康示范村、县级文明村、党建示范村、计划生育合格村。2007年他本人被评为陕西省劳动模范。

演讲题目：用现代农业引领群众走科技致富路

演讲摘要：

2003年高冲担任村支书时，村党支部、村委会还没有办公的地方。村民人均纯收入只有一千多元，全村3000多亩农田没有一亩水浇地，农业生产靠天吃饭。他上任做的第一件事情就是健全两委班子、做好村子三年发展规划，并为此制定了整体和局部计划。

农村基础设施建设是新农村建设的关键步骤。两年内，高冲带领村民总共打成灌溉井13眼，安装变压器5台，架设高低压线路18公里，铺设地埋输水管道8公里，安装喷灌设备13套，使全村3500亩旱田全部变成了水浇地。筹资14万元建起6个自来水厂，铺设12公里的自来水管道。在市县乡三级投资下，安装了变压器7台，架通高压线路1.6公里，完成了两个自然村的农网低压线路改造工程。2006年，在社会主义新农村建设中，高冲带领村民修好通村油路10公里，建起30座新居并实施“四位一体”工程，树立起样板工程。

 在调整种植结构方面，他提出了“三三制”模式，即人均种植玉米1亩、洋芋1亩、牧草1亩。在专家的指导下，他发动农户积极使用宽行密株或双沟覆膜等技术，仅第一年每亩地就多收入300多元。06年他开始引导农民修建温棚、拱棚并得到迅速推广。

2004年他购进30多台饲料粉碎机，引进374只优质小尾寒羊，开始发展养殖业。目前存栏数量已经达到6000只。高冲鼓励村民高树昌回村创业，建起养猪厂1个，奶站1处，并成立了昌民牧业有限公司。三年来，养殖户仅凭养殖这一项就获得3000多元的收入。

07年，他计划用现代农业的理念把高渠村打造成和谐、文明、先进、富裕的社会主义新农村，实现人均纯收入达到5000元的奋斗目标。

Mr.Gao Chong, 37 years old, is the secretary of the Party Committee of Gaoqu village, Jingbian County, Shaanxi province. Since 2003, He has led villagers to develop rural infrastructure construction and started the business on planting and animal husbandry. With his effort, the annual income of villagers increased to RMB ￥4200 yuan per capita by the end of 2006. Both the village and he himself have won many awards.

Title of the Speech: Modern agriculture leads to the road of wealth building

Abstract:

When Gao Chong was elected as the Party Committee secretary of Gaoqu village in 2003, there was almost no public office place, and the annual net income per capital was only about RMB ￥1000 yuan. There was no irrigation facility and the planting practice had to depend on weather. The first thing for him to set about was to set up a complete and sound administrative organization and formu late development blueprint for the village.

Rural infrastructure is of great significance for the construction of socialist new countryside.  Under his leadership, the infrastructure has been improved greatly in two years. Now the village boasts 13 irrigation wells, 5 transformers, 18km long wires of low and high voltage, 8km long water pipeline for field irrigation, and 13 sets of spray irrigation equipments. He also raised fund RMB ￥0.14million yuan to set up 6 water supply plants and set up water supply pipelines for households 12km . With the support from higher-up governments, he led the villagers to install 7 additional transformers and spanned 1.6km wires for high voltage power. In 2006, he and his villagers set up 10km long blacktop to connect different residential congregating areas spots and 30 residential buildings.

He also introduced a new model to improve the planting structure. That is to let each villager plant 1mu  of corn, potato and grazing grass respectively. With experts’ help, he promotes villagers to adopt new planting techniques, thus the annual income from planting per mu  is increased by RMB ￥300 yuan. In 2006, he guided the villagers to build greenhouses and arch shed to increase farmers’ income.

In order to encourages farmers to develop animal husbandry,  In 2004, he introduced 374 Small-tailed Han sheep to the village and purchased more than 30 grinders . Now the amount of livestoch on hand is more than 6000. He also encouraged Villager Gao Shuchang, who is a villager doing business in cities, to come back to set up livestock company. This project has increased the income of livestock breeding households to  RMB ￥ 3000 yuan during last 3 years.

In 2007, Gao chong has made a blueprint for the village development. That is to use the conceptions of modern agriculture to build the village a harmonious, civilized, and moderately prosperous socialist new countryside. The annual income of each household is expected to be RMB ￥5000 yuan
